**Describe the bug**
Not all distribution Dockerfiles are setting the locale needed for Python 3.
We added it to Ubuntu, but Centos also needs it and the value is en_US.utf8.
Perhaps this should be set as the default in the Dockerfile, but also be
configurable in the Helm chart.
**To Reproduce**
Steps to reproduce the behavior:
1. Spin up a Heron cluster in Kubernetes using the Centos7 image
2. Submit an analytic
3. Watch analytic pods fail and restart
**Expected behavior**
Analytic pods should not crash on startup.
**Operating System**
- OS: Centos7 (maybe others)
- Version Latest in `master` branch
