The test suite is complete. The builds keep failing with a timeout on one
specific test and I am unsure of how to adjust it:
```bash
//heron/stmgr/tests/cpp/server:stmgr_unittest

Stats over 3 runs: max = 315.0s, min = 315.0s, avg = 315.0s, dev = 0.0s
```
I think the timer for the tests is too aggressive for the Travis CI build
machines. There was a point earlier where it did pass build but there tend to
be random failures of varying varieties during the builds.
