Force-build unpublished P2 wrappers in incremental PR builds, fixes #8387
(#8388)
GIB drops lib-p2 TM4E/SWTBot wrappers because they are never published and
are only upstream of downstream modules. Incremental GitHub PR jobs then
fail resolving org.eclipse.tm4e.core:2.20.0-SNAPSHOT.
