Summary: Row Data to Hoodie Record Operator should support users
to adjust the number of Parallelism

Currently, we can't adjust the parallelism of row data to hoodie record map
function, because of it will be always use parallelism of the execution
environment.
In Production, it should be provide a way to adjust the parallelism of row data
to hoodie record map function to get better performance
