Review comment:
It doesn't matter whether user specifies files partition or not as one
of the options for the tool. Files partition is always enabled as long as MT is
enabled. Files partition initialization happens with the initialization of
metadata writer, before any other partition indexing (or even their scheduling)
can begin. For initialization of filegroups of other partitions, it happens
within a lock.
