Summary: Add separate configs to control multi-modal index usage
in write-side indexing

We'll have three sets of configs regarding MDT/multi-modal indexing to control:
(1) whether the write-side should update metadata table partitions,
(2) whether query engine should use multi-modal indexing for data skipping,
(3) whether indexing/tagging in the write pipeline should use MDT index.
