## What is the purpose of the pull request
This PR fixes the partition path construction in metadata table validator
for non-partitioned tables.
## Brief change log
- Uses `FSUtils.getPartitionPath()` to construct partition path so that it
does not complain about non-partitioned table.
## Verify this pull request
This pull request is verified by running the `HoodieMetadataTableValidator`
on both partitioned and non-partitioned tables that the validator works for
both cases.
