in DEFAULT_PATH
*Steps to reproduce the behavior*
1. add hudi-defaults.conf in
DEFAULT_PATH(file:/etc/hudi/conf/hudi-defaults.conf)
2. run test `testNoGlobalConfFileConfigured`
*Environment Description*
Hudi version : 0.12.0
