Summary: Add support to DELETE_PARTITIONS w/ wild card

as of now, DELETE_PARTITIONS expected comma separated list of partitions to
delete. But would like to support wild card with that.
For eg,
year=2022/month=10/day=05/*
assuming its hour based partitioning
