Could this condition simplify to `config.isRollbackPendingClustering()`?
IMO, regardless of whether Clustering is enabled or not, only setting
hoodie.rollback.pending.clustering to true, it should rollback any pending
clustering, meanwhile, if disable clustering previously, there is no any
pending clustering.
