Flakey tests are currently a big problem for the project. Since we have tests
often failing, even for trivial pr's, we have become ambivalent to test
failures. Often, these failures are due to errors with the tests themselves,
but some of the flakey tests have been due to underlying issues with our
project. We need to eliminate flakey tests so that failing tests regain the
cause for concern that they should merit.
