#7365 look like this pr change the dynamic action. Before it, hudi's overwrite is always dynamic, and I check the doc in `https://hudi.apache.org/releases/release-0.13.0` didn't remind it. It will cause serious data problems if upgrade to 0.13.0, user will delete all data by mistake.
