Fixing compaction plan parsing issue when compaction.requested is empty.
This is a multi-writer tests where we aggressively try to reload timeline and
try to archive commits. From local debugging, looks like we are trying to fetch
compaction plan from an empty compaction.requested file, but the file was just
getting written out by a concurrent thread. By the time the file write could
complete, other thread tries to parse the plan and fails. Fix is to wait for 50
ms and then give give one more chance that the requested file could have been
fully written out.
