We can add a secondary RLI for any column in the dataset.
we can leverage the framework and payload we have put in place for RLI to build
new partitions with MDT.
new ones can be named as
RECORD_INDEX_\{COLUMN_NAME}
This index will provide record level index for any secondary column that users
wish to add index on.
