URL: https://github.com/apache/hudi/pull/9367
### Change Logs
This change allows us to support creating a table from a set of initial
files that were not created by Hudi. This will allow us to bootstrap tables
from an existing set of files instead of requiring users to rewrite tables with
filenames in a format that Hudi expects.
This feature only works if metadata table is enabled.
This PR also contains some minor changes around unnecessary copying of
arrays, use of LinkedList, and over use of Option when dealing with collections
to reduce memory overhead.
### Impact
This introduces more complexity when writing data to metadata table and
requires an extra traversal of the file name to check if the file name contains
the commit time.
### Risk level (write none, low medium or high below)
low
