Current FileSystemBasedLockProvider does not support cloud storage such as
S3AFileSystem or GoogleHadoopFileSystem as not all operations are atomic in
object storage systems. This ticket tracks the feasibility of supporting lock
provider with S3 or GCS based filesystem.
