### Change Logs This PR makes the following changes to properly support qualified location: - Adds `getUri` to `HoodieStorage`. - Adds `makeQualified` to `HoodieLocation`. - Adds `makeQualified` to `FSUtils`. - New tests for the functionality. ### Impact Properly support qualified location with `HoodieStorage` and `HoodieLocation`.
