### Change Logs
When MDT is enabled, we can load all partitions from MDT once. As of now, in
manifest writer, we are doing 1 partition at time which is unnecessary overhead
when MDT is enabled.
### Impact
Bring down latency for BQ sync when MDT is enabled.
