## What is the purpose of the pull request
Add IncrementalMetaClient as separate class to query partitions affected in
a specified time window
## Brief change log
- Add IncrementalMetaClient as separate abstraction
- Modify HiveSync to use this new MetaClient
- We also need this for other use cases to easily query affected partitions
(example: sync a table between multiple regions)
