### Change Logs PR targeting master: https://github.com/apache/hudi/pull/11302 This PR targets at `branch-0.x` with the same set of changes. This PR adds the flexibility to plug in custom `FileFormatUtils` implementation based on the `HoodieStorage` instance. To realize this, two new APIs `#getFileFormatUtils` are added to the `HoodieIOFactory` so that the IO factory implementation class can customize the `FileFormatUtils` implementation to return. The hardcoded logic in `FileFormatUtils#getInstance` for Hadoop-based implementation is moved to `HoodieHadoopIOFactory` class.
