For now, all uses of `initTestServices()` are with `needsHdfs=false`, `needsHive=false`, `needsZookeeper=false`, except `HoodieDeltaStreamerTestBase`, where `needsHive=true`. So there is no problem with `initTestServices()` for now. But if we switch `needsZookeeper` to `true`, then we will face errors of Hive connection to Zookeeper in `HoodieDeltaStreamerTestBase`. Correct order of services start: 1. Zookeeper 2. HDFS 3.
