Summary: Test Active timeline with mix of 1.0 and 0.x instants

Users can downgrade form 1.0 to 0.x and still be able to load the timeline and
do writes. Already, HoodieInstant changes are ported to 0.16.0 in HUDI-7883.
This ticket is to track the testing downgrade with mix of instants in the
timeline.
