As part of recreating the glue and hive table whenever sync schema or partition
fails, we want to capture and push metrics related to latency(time taken to
recreate and sync the table) and a failure metric(when recreating the table
fails). * Push Latency metric to capture time taken to recreate and sync the
table
* Push a failure metric if recreate and sync fails.
