I also do not like the idea of creating empty clean commits. But can't think
of any other elegant way.
here in this patch, what surya is trying to do is, enforce empty clean if
there are no clean commits in timeline for extended period of time( say 12
hours). So every 12 hours we might end up creating an empty clean commit to
timeline which is not a bad idea.
happy to jam more to find some elegant way.
