Description:
There are two functions in `HoodieTableMetadataUtil` i.e.
convertFilesToPartitionStatsRecords and convertMetadataToPartitionStatsRecords,
Check if they can be merge together. As logically they are doing same thing of
create Stats of records in the partition.
