Description:
* Cleaning: need to fix the retained-to instant to be a completion time;
* Clustering: should be good because each time the planning query the fs view
for the latest file slice;
* Compaction: we already fix the planning to only include the files that
finished earlier than the compaction instant time(start time).
* rollback and archiving: not very related with completion time.
