Refactor SparkHoodieBackedTableMetadataWriter.getFunctionalIndexRecords to
abstract it out so that other engines can leverage. the engine specific
transformation can be overriden in spark, but rest of the logic should be moved
to HoodieBackedTableMetadatWriter.
