Two things left from Hudi 1.0.0 release:
* Clean up old/odd inconsistent behaviors around archival
* Fix clean service to use completion time
First might not be done without unifying history and active timeline. For the
second, we've decided in Hudi 1.0 that we'll keep the requested time for
marking the progress of incremental cleaning: HUDI-8077.
