## What is the purpose of the pull request
Add FileSystemView APIs to query pending clustering ops
## Brief change log
* Clustering is tracked using 'REPLACE' action
* Introduce metadata for replace requested file. OperationType is set to
cluster to differentiate between Clustering and other use cases
* Changes to support IncrementalTimeline pending. HUDI-1353
* Changes to block updates on files in pending clustering is pending
HUDI-1354
* How clustering interacts with other files such as bootstrapped (non-hudi)
files is pending.
