### Change Logs
For 0.15.0, when payload class is OverwriteWithLatestPayload, but the merge
strategy id is event time based.
Therefore, when upgrade to 1.x, there is an inconsistency error.
To fix this problem, during the upgrade, we need to make sure the payload
class and merge strategy id is consistent.

Consistent behavior after upgrade.
