### Change Logs
- Adding FG reader support for COW merge use-cases. Fixed
FileGroupReaderBasedMergeHandle to support this use-case as well. Leveraged
StreamingFileGroupRecordBufferLoader for the purpose.
- Added Record Index callback and Secondary Index callback for populating
Index stats.
- Added tests to certify the new changes.
- Fixed MergeHandleFactory to account for FileGroupReaderBasedMergeHandle
for writes.

- Moving one last pending merger invocation to BufferedRecordMerger w/ this
move.
