### Describe the issue this Pull Request addresses
`NineToEightDowngradeHandler` contains the logic of removing non-V1 index
partitions. This operation would drop these non-V1 partitions, but also refresh
the `hoodie.properties` file for MDT.
This behavior causes incorrect downgrade result because MDT downgrade
happens before DT. Therefore, after MDT has been downgrade from v9 to v8, and
then the dropping non-V1 partitions would rewrite the table version of MDT to
v9 again since it uses V9 table meta client.
This should be a bug since we tried to run all these operations before any
upgrade/downgrade of MDT.
### Summary and Changelog
Move function `UpgradeDowngradeUtils.dropNonV1IndexPartitions` from
`NineToEightDowngradeHandler` to `UpgradeDowngrade` class before MDT
upgrade/downgrade operations.
### Impact
Fixed an incorrect downgrade behavior.
