Updates plugins to newer versions and upgrades test dependencies like junit
and mockito now that we are on a newer version of java

- Updates mockito to newer version that requires java 11. `mockito-inline`
is removed since inline is now the default after this upgrade
- JUnit related dependencies upgraded to latest version that supports java 11
- various build and test pugins are updated to their latest versions
