### Describe the issue this Pull Request addresses Closes: https://github.com/apache/hudi/issues/17968 Bootstrapping data fields with non-nullable fields is causing record rewrite errors. Upon investigation, we found that skeleton data files are undergoing unnecessary `HoodieAvroUtils#rewriteRecordWithNewSchema` thereby wasting CPU cycles.
