### Describe the issue this Pull Request addresses
Some pipelines might have to deal with special characters and hence encoding
of data sent to and from timeline server might be preferred to be in UTF-8.
Adding support for overriding the encoding.
### Summary and Changelog
- Adding support to encode the communication w/ timeline server using any
Charset.
### Impact
Hudi will be able to handle special characters even with partitioning path
when interacting with tls.
