## What is the purpose of the pull request
Metadata table can be disabled using a hoodie configuration. A disabled
table wont sync the instants which may be archived.
When such a metadata table is enabled again it will miss out some instants
which have been archived. This causes an inconsistency in the metadata table.
## Brief change log
Added a check that ensures that we have not missed any instants from being
synced to the metadata table.
## Verify this pull request
This pull request is already covered by existing tests for metadata table.
