Review Comment:
   These assertions only prove that the result is deterministic and in range; 
an implementation that always returns `0`, ignores the partition path, or 
ignores the bucket encoded in `fileId` would still pass. Since the test claims 
to cover both inputs, could we assert the expected routing (for example via 
`BucketIndexUtil.getPartitionIndexFunc(4).apply(8, partition, 3)`) and/or add 
cases that vary the partition and bucket?
