### Describe the issue this Pull Request addresses
Claiming RFC-111 for a proposal that lets a writer update records while
clustering reorganizes the same file groups, before the full design is
submitted for review. This is the long-standing HUDI-1045 ("Support updates
during clustering").

### Summary and Changelog
Add a single RFC catalog entry reserving RFC-111 for "Non-blocking updates
during clustering" and mark it as under review.
### Impact
