Thanks for pushing this through. I took a pass at this with AI. I propose we first land any core changes this PR needs as its own PRs, the way you already did with #19801. This makes this PR effectively optional functionality that does not break anything else. - the partitioned RLI lookup rewrite in HoodieBackedTableMetadata (sits on top of @cshuo's #19026) - the initialization instant change in getLazyMergedFileSlices - the HFile block cache changes in hudi-io.
