### Describe the issue this Pull Request addresses
Fourteen configs first shipped in 1.2.1 but still carry
`sinceVersion("1.3.0")`, because they were cherry-picked into 1.2.1 before the
label was updated. The generated 1.2.1 configuration docs therefore say "Since
Version: 1.3.0" for configs users already have.
### Summary and Changelog
- Label the 14 configs `1.2.1`: `HoodieMetadataConfig`
(`SKIP_ZERO_SIZE_FILES_ON_INITIALIZE`, `ENABLE_DETAILED_METRICS`),
`KinesisSourceConfig` (3 role configs), `CloudSourceConfig` (3),
`HoodieCommonConfig.TIMESTAMP_LOGICAL_TYPE_OVERRIDES`,
`FileSystemViewStorageConfig.REMOTE_RESPONSE_CHARSET`, `HiveSyncConfigHolder`
(2 batching configs) and `CommitMetadataProperties` (2).
- Restore `1.0.0` on `hoodie.metadata.index.partition.stats.enable`, which
has existed since 1.0.0.
The same change goes to `branch-1.2.x` in a separate PR.
### Impact
Documentation metadata only. No behavior change.

The configuration pages pick this up on the next regeneration. The 1.2.1
website pages are corrected in #20050.
