### Describe the issue this Pull Request addresses Closes #19895 The Trino CI workflow currently uses a separate `changes` job before running the actual build. This adds another trip through the shared runner queue. ### Summary and Changelog Moved the Trino path filtering to `pull_request.paths` and removed the separate `changes` job and its `needs` dependency. Also removed the now-unnecessary per-step change checks while keeping the existing Trino cache-hit conditions. ### Impact Reduces unnecessary CI queueing for the Trino workflow. No user-facing or API changes. ### Risk Level low This only changes the Trino GitHub Actions workflow. The existing Trino-related path list is preserved.
