The Java and Azure CI runs each failed on the same existing `TestInsertTable3` test: `Test not supported multiple BULK INSERTs into COW with SIMPLE BUCKET and disabled Spark native row writer` The failure originates from `BucketIndexBulkInsertPartitioner.getWriteHandleFactory()` with the expected `HoodieNotSupportedException` for that unsupported configuration. The Azure run also shows the failure while `TestInsertTable3` is running. This PR only changes the save-mode handling for row-writer `BULK_INSERT` when the internal overwrite operation is `INSERT_OVERWRITE_TABLE`, and adds the regression coverage in `TestInsertTable2`. The new `TestInsertTable2` coverage is not reported as failing in either run. Both CI runs therefore appear to be failing in a separate existing bulk-insert/simple-bucket test path rather than the path changed by this PR. I don't have permission to rerun either check.
