DataFusion 55 accepts a list of locations in `CREATE EXTERNAL TABLE ...
STORED AS HUDI LOCATION ('s3://a', 's3://b')` and hands them to the table
factory as `cmd.locations`. `HudiTableFactory::create` reads only
`locations[0]`, so the other tables are silently ignored and the query returns
partial results instead of an error. An empty list (reachable programmatically
through `CreateExternalTableBuilder`) panics on the index.

A Hudi table has exactly one location; the factory should reject anything
else with a plan error. Found while moving to DataFusion 55 (#698); the fix is
part of that PR.
