chore(ci): require only validate-pr for PR metadata (#20374)
Drop validate-pr-title and validate-commit-coauthor from the required
contexts. The follow-up that bundles the PR metadata checks into one
validate-pr job would otherwise be blocked by those two contexts, which
no workflow reports once it lands.
