### Describe the issue this Pull Request addresses Prep for folding the `validate-pr` job into `validate-source`, so each PR spends one runner instead of two on these short checks. Required contexts are read from master's `.asf.yaml`, so the context has to stop being required before the fold PR can merge; otherwise it sits blocked on a check it no longer reports. Same two-step pattern as #20374 / #20375. ### Summary and Changelog Drop `validate-pr` from the required status checks. Until the fold PR merges, PR description, title and co-author failures still show on the PR but do not block merging. ### Impact None beyond the short window above. ### Risk Level low.
