build(deps): bump rocksdb to 0.24 for ubuntu-26.04 runners (#837)
* build(deps): bump rocksdb to 0.25 for ubuntu-26.04 runners
The ubuntu-latest runners now resolve to Ubuntu 26.04, whose GCC no longer
includes <cstdint> transitively, so the RocksDB 8.10 sources bundled by
librocksdb-sys 0.16 fail to compile. rocksdb 0.25 bundles RocksDB 11.8.1,
which carries the header fix.
* Use rocksdb 0.24: the manylinux2014 toolchain cannot build RocksDB 11
The manylinux2014 container the wheels are built in ships GCC 10.2.1, and
RocksDB 11's db.h uses `using enum`, a C++20 construct GCC supports from 11.
rocksdb 0.24 bundles RocksDB 10.4.2, which stays on C++17 and already
carries
the <cstdint> fix.
