During a second self-review, I found and addressed three additional edge
cases within the existing PR scope:

     1. Tightened `metastore_uris` validation to accept only credential-free
`thrift://host:port` endpoints. Paths, query parameters, fragments, user
information, missing or invalid ports, and encoded credential assignments are
now rejected without exposing sensitive values in the assessment.

     2. Refined lifecycle decision handling so that missing decisions remain
`REVIEW_REQUIRED`, malformed values are reported as contract errors, and
explicit but unsupported ownership choices are treated as blocking composition
conflicts. This applies to both `data_lifecycle_owner` and HMS `table_external`.

     3. Added a safety check for catalog-managed new-table streaming paths: the
fully qualified source and target cannot resolve to the same
`catalog.database.table`. Tables with the same short name in different catalogs
or databases remain valid.

The related reference documentation and regression coverage were updated.
The full Gateway test suite, static checks, and Flink SQL fixtures pass with
these changes.
