   ### Feature Description

   **What the feature achieves:**
Coding agents working on the Hudi codebase get project-specific guidance
checked into the repo: how to build and test each branch, how to write a change
that survives review, how committers review, how to backport between `master`
and `branch-0.x`, and how to open a PR that passes the repo's checks.

   **Why this feature is needed:**
Agents contributing to Hudi today rediscover the same traps on every change
(JDK and profile per branch, tests that pass without reproducing the bug, PR
checks that reject the title, template, or co-author trailer). Writing that
knowledge down once, next to the code, makes agent-authored PRs cheaper to
review. This is separate from #19256 and #19262, which cover agents that
operate Hudi tables rather than develop Hudi.

   ### User Experience

**How users will use this feature:**
   - Open a Claude Code session in an `apache/hudi` checkout; the skills under
`.claude/skills/` load automatically.
   - `/start-dev <issue | PR URL | description>` drives a change from intake to
a draft PR, and each skill also triggers on its own.

   ### Hudi RFC Requirements

   **RFC PR link:** N/A

   **Why RFC is/isn't needed:**
   - Does this change public interfaces/APIs? No
   - Does this change storage format? No
   - Justification: developer tooling only (markdown and helper scripts under
`.claude/skills/`); nothing in the build or runtime changes.
