### Feature Description On timeline layout v2 an incremental read's start and end bounds are compared against commit completion times, but a write returns only the instant's requested time (`WriteResult::instant`, `AppendResult::instant`). A caller that wants to read what changed after its own write has no completion time to pass as the start bound: passing the requested time includes the write itself. Proposed: return the completed instant's completion time on `WriteResult` and `AppendResult` (`completion_time: Option<String>`, `None` on layout v1 and when no commit is written), taken from the same value written into the completed instant. -- This is an automated message from the Apache Git Service.
