### Describe the issue this Pull Request addresses closes #20477 RFC-110 (Native Full-Text Search Index) is claimed in `rfc/README.md` but has no design document. ### Summary and Changelog Adds the RFC-110 design document. It describes a full-text index kept in the metadata table: one partition per index, a coverage marker and token postings (with row positions) per base file, inline upkeep on COW, on-demand compact-then-index refresh on MOR, and a lookup that returns a superset of matching files and rows which engines re-check row by row, so results equal a full scan. It also covers the Spark and hudi-rs integrations, rollout, test plan and open issues. - Add `rfc/rfc-110/rfc-110.md`. - Link row 110 in `rfc/README.md` to it. ### Impact None.
